Portland, Oregon, is located near the confluence of the Willamette and Columbia rivers. It has been referred to as the greenest city in the United States and the second greenest in the world because of the city's approach to urban planning and outdoor spaces. Portland has enacted a plan to reduce CO2 emissions and has aggressively pushed green building initiatives. It also has 92,000 acres of green space and more than approximately 75 miles of hiking, running, and biking trails.

The city and region are noted for strong land-use planning and investment in an efficient light rail system. Portland is known for its large number of microbreweries and its coffee fanaticism. Portland's climate is marked by warm, dry summers and rainy but temperate winters. This climate is ideal for growing roses, and for more than a century, Portland has been known as "The City of Roses" because of its many rose gardens.

The Hillsboro Design Facility is located west of Portland and consists of two large buildings sitting on 33 acres. There are numerous groups and business units present at this site, including Notebook, Display, and Battery; Wireless; Multimedia; Signal Processing and Conversion; and Communication and Timing.

The Beaverton Manufacturing Fab is located in the city of Beaverton on the Tektronix campus, across the street from Nike's World Headquarters. The Fab has manufacturing staff producing 6-inch and 8-inch wafers 24 hours a day, 7 days a week. The Beaverton site also contains the TR&D group.
