I have already facing this problem of freezing the oscillator clock due to harmonic / EMI interference

The logic of Ext.WDT is affordable for reliability point of view,though it needs exra cost.

But what if the clock of ext.WDT  is also get  affected due to EMI ?

External watchdog timers can certainly be affected by EMI. The idea is that the low-speed watchdog oscillator is less sensitive to interference than the high speed crystal oscillator. High levels of EMI will most likely not cause the oscillator to stop, but it could induce voltage spikes into the oscillator output, cause the counter to increment too quickly, and trigger a premature watchdog reset.

Adjustable watchdog timers typically use an external capacitor to set the watchdog timeout, and these are usually more sensitive to EMI than watchdog timers without that feature.
