I think that there is an error on the second comparator: when there is no light(first comparator on) on the - pin of the second coomparator there is 1.5 V about, on the + pin there is an increasing exponential. So after the AC loss the second comparator gives 0V in output for about 0.6*10M*100micro seconds (about 10 minutes) and then it outputs 3V: so M3 is opened for the first ten minutes and then is closed, closing also M2, giving power to the Led driver. I think that there should be inverted - and + signs on the second comparator (U3)
